The Office of the Director(OD), at the National Institutes of Health, is seeking exceptional candidates for the position of Director, Office of Equity, Diversity, and Inclusion. This is a career federal position in the Senior Executive Service. See “Duties” section for a list of the major responsibilities.

Duties

  • The Director, Office of Equity, Diversity and Inclusion (EDI), is responsible for advising and consulting with the NIH Director and NIH senior leadership and reports directly to the NIH Director
  • Advises and consults with NIH Leadership on a variety of equal opportunity, civil rights, reasonable accommodation, language access, diversity, inclusion, training, data analytics, and issues impacting the agency’s complex and diverse workforce
  • Exercises executive level technical expertise in designing and directing dynamic NIH programs, policies and procedures to promote institutional equity based on rules, regulations, laws and Executive Orders
  • Serves as the primary agency expert in all aspects of the portfolio, the incumbent provides strategic planning and direction for building a diverse work force, fostering an environment of inclusion grounded in respect for the individual
  • As the primary agency expert in all aspects of the portfolio, the incumbent offers strategies to enable all NIH employees to develop to their full potential in support of the biomedical research mission
  • Provides executive leadership and strategic direction on diversity and inclusion issues
  • Serves as a critical partner to the Director of the Office of Human Resources (OHR), NIH CIVIL, Chief Officer for Scientific Workforce Diversity (COSWD), the NIH Ombudsman, and the Institutes, Centers, and OD Offices
  • Chairs and leads trans-NIH EDI policy workgroups, engaging pertinent stakeholders and senior leaders in the NIH community
  • Provides agency expertise in workforce demographic data and EEO complaint data analyses by translating demographic data into meaningful information that drives NIH’s equity and diversity initiatives
  • Serves as the NIH EEO Officer for purposes of compliance with 29 C.F.R. 1614 and the Management Directive 110, which implements those regulations

The position is in the Division of Extramural Activities (DEA), Office of Research Evaluation and Operations (OREO), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK).

  • Responsibilities

    • Develops research evaluation projects, conducts literature searches on relevant scientific areas, drafts reports on various projects, incorporates suggested edits to reports, and works with staff to meet timelines.
    • Implements, facilitates, and tracks Institute evaluation projects, collects and analyzes programmatic data and reports research accomplishments, plans, and policy options.
    • Provides analytic and interpretative data needed to formulate Institute goals and activities.
    • Reviews data and progress reports and recommends corrective actions needed to achieve adequate research progress.
    • Lead the preparation of reports of study results that discuss the substantive health issues/research objectives/assessments of the adequacy and quality of data used in the analyses as they relate to the problem under study.
    • Represents the organization at professional meetings and conferences where the subjects under consideration are concerned with the broad projects assigned to the incumbent.
    • Identifies inadequacies and inconsistencies in data, develops procedures and methodology to modify the data, and oversees data modifications.
    • Analyzes and prepares more complex aspects of studies that require more sophisticated methodology. Provides technical assistance in the development of evaluation projects.

    You qualify for a Health Specialist, if you meet one of the following qualification requirements:

    Basic Education Requirement:

    In order to qualify for a Health Specialist, GS-0601, position you must have a Bachelor’s degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
    This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

    In addition, in order to qualify for the Health Specialist at the GS-11 level, you must:

    Have completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree in a related field.

    OR

    You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-09 level in the Federal Government, performing the following types of tasks: assisting with planning and evaluating scientific research portfolios; developing reports on scientific research progress; and maintaining analytic databases for ongoing program evaluation.

    OR

    Have a combination of graduate education and experience that meets 100% of the qualification requirements for this position.

    To qualify for the Health Specialist at the GS-12 level, you must:

    You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-11 level in the Federal Government, performing the following types of tasks: assisting with program reviews; evaluating scientific research portfolios; assisting in the preparation of comprehensive reports of research study results; and developing and maintaining analytic databases for ongoing program evaluation.

    To qualify for the Health Specialist at the GS-13 level, you must:
