Assisting with the preparation and /or review of air pollution permits. Assisting with the performance of field surveys and review of facility records to determine compliance with various environmental regulations and NYCT Policies. Assisting with the preparation of comprehensive reports on environmental compliance issues, including recommendations. Assisting with the review and interpretation of existing and proposed environmental regulations. Analyses of programs and policies to ensure NYCT compliance with environmental regulations. Education and Experience

The position is primarily accountable for both managing and providing oversight to the Infrastructure Program Portfolio of medium to large-scale inter-disciplinary technology initiatives established by the CTO through strategic planning and evaluation. To achieve this, the position adheres to a structured and consistent project management framework to successfully lead, plan, direct, coordinate, execute, deliver, and implement large and highly complex, cross discipline, and technology programs. This position is responsible for all PMO staff activities and interactions within its assigned program portfolio with business, IT and client personnel and for mentoring PMO staff and delegation of tasks to develop their technical, administrative, supervisory, and customer service skills.

This position establishes and maintains an organizational structure, framework and vision plan for the MTA IT PMO focused on program leadership and management. This position is directly responsible for ensuring all Information Technology PMO projects within the Infrastructure program portfolio are delivered on schedule and within budget. This position will collaborate closely with all the Divisions within the MTA IT department to ensure flawless program execution.

This position will also ensure quality of projects and deliverables by adhering to the formal Quality Assurance and Quality Control (QA and QC) framework which includes defined procedures, rules and policies.

This position is also responsible for building project management expertise within the Infrastructure portfolio program for both MTA IT staff and business users. This position will continuously evaluate both individual and overall enterprise project management maturity levels and define course of action for continually evolving that maturity level. This position is responsible for influencing IT and end user Project Managers, executive management, vendors, and internal/external oversight agencies to ensure standards, procedures, and documentation are in compliance with the MTA Project Development Lifecycle (PDLC) and other Systems Development framework and guidelines.

Responsibilities

Enterprise-Wide Planning

Ensure that the IT initiatives that support the Infrastructure program aligns and supports the direction of the MTA and provide optimal value to the enterprise.
Ensure that PMO resources within the Infrastructure Program are aligned with key priorities of the enterprise.
Provide expert rough order magnitude (ROM) estimations for schedules, costs and resources for projects that align with the Infrastructure program.
Define and establish the necessary systems, processes, and tools to better support the facilitation, collection, and sharing of knowledge that is generated by the programs supported by the Information Technology Department and to ensure ongoing programmatic excellence.
Leadership

Provide leadership in development of inter/intra team communication and cohesiveness; sustain culture and supporting staff during organizational growth/changes.
Lead and guide a team of Project Managers and Business Analysts to execute and deliver Infrastructure initiatives to ensure consistent, high-quality project management discipline for all technology related initiatives and endeavors.
Provide direction on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
Management and Oversight

Provide a project scoreboard/dashboard on the health and progress of the Infrastructure portfolio projects in key areas such as schedule, scope, risks and issues.
Direct the management of up to 15 large, complex Infrastructure projects/programs to an acceptable level of risk by balancing scope, time, cost and quality.
Ensure all PMO managed projects within the assigned Infrastructure program portfolio adhere to the MTA IT Project Development Lifecycle framework.
Develop, supervise and assign resources to manage and control all PMO projects within the assigned program portfolio related to the selection, acquisition, development, and implementation of major information systems.
Human Resource Management

Attract, develop, coach and retain high-performance team members, empowering them to elevate their level of responsibility, span of control and performance.
Build Project Management expertise and competence to meet evolving demands within the IT department.
Provide prompt and effective coaching and counseling of PMO staff, review performance and provide career development plans for each title within the PMO unit.
Financial Management

Track both Program-wide and individual project costs associated with labor, hardware, software and ongoing maintenance to define the actual cost for projects.
Demonstrate consistent quality of finance and administration, funding, communications and systems; recommend timelines and resources needed to achieve the program / project goals.
Maintain contact with key IT suppliers and collaborates with the IT Finance Division to identify procurement contracts to support PMO related activities.
Provide estimations on project costs for new proposed packages within the Enterprise Program that are ultimately presented to IT Steering Committee.

Qualifications

· Proven knowledge of IT project management processes and methodologies.

· Hands on experience as a project delivery lead in key Infrastructure projects in the areas of Networks, Servers, Data Center Operations, Security, etc.

· Experience in managing IT organizational change as it relates to people, processes and technology.

· Knowledge of legal and regulatory requirements pertaining to programs and projects supervised.

Education and Experience

Minimum 4 years of experience managing large scale infrastructure or security programs and/or portfolio strongly preferred.

Position Objective

The purpose of this position is to oversee system wide Parking Operations and Parking Capital Project Design and Construction Implementations. To coordinate all parking customer initiatives and financial obligations of the privatized parking operation, providing performance oversight as well as achievement of excellent customer service to support continued ridership/revenue growth.

Responsibilities

Direct all operational elements of the MNR stations parking program including:

Procure system-wide private parking operator; manage contract compliance with business terms and financial obligations.

Manage daily parking operations including operator’s parking fee collection, customer service, coordination of parking permit renewals, violations/enforcement, web site, etc.

Oversee parking operator’s field performance including preventative maintenance, emergency repair, and snow removal activities, etc.

Integrate customer feedback and community concerns into ongoing parking program refinements and system improvements.

Oversee the coordinated implementation and technical aspects of all Parking Capital Projects during the pre-design, design and construction phases ensuring consistency with internal process, scope and external commitments, in collaboration with MTA C&D.

Work with the project team to mitigate staging and community impacts of projects on customers.

Provide responses to and serve as liaison with MTA C&D interrogatories.

Oversee station/employee amenities in stations and railroad facilities.

Manage soda/snack vending machines, car sharing programs, trailblazing signage for all NYS stations, station platform ID and directional signs, station car charging systems.

Develop and implement customer communications and tactical operating plans for transitioning additional parking facilities from Community control to Railroad/Private Operator management.

Coordinate existing parking agreement terms and local community matters with MNR and the private operator to ensure consistency and timely issue resolution.

Provide ongoing assistance to MTAHQ Government Relations Department in numerous consultative matters to localities operating municipal/commuter parking.

Review and develop response to MTA Audit of private operator managed facilities.

Coordinate Departmental responses and implement audit recommendations in conjunction with MTA Real Estate.

Develop and implement new technology improvements including electronic parking meters, revenue collection and communications systems including: EZ-Pass integration, credit/debit acceptance, future possible Metro-Card acceptance & Pay Pass.

Ensure appropriate safety measures are complied with, including safety procedures, policies, awareness and personal accountability to establish and maintain a safe work environment for all employees and customers in accordance with corporate goals.

Provide 24/7 response to planned and unplanned service disruptions.

Assist in providing alternate transportation or bus service as well as customer service in stations.
