Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! MCCS is a comprehensive program that supports and enhances the quality of life for Marines, their families, and others in the Marine Corps Community. We offer a team oriented environment comprised of military personnel, civilian employees, contractors and volunteers who keep the organization functioning smoothly and effectively.

Responsibilities

Perform a variety of administrative and professional work in developing, planning, organizing, managing, coordinating, facilitating, training, and evaluating the various reading and enrichment programs offered by the Library. Directs and supervises the operations of the children’s library service; makes assignments to staff. Collaborates with other MCCS and MCAGCC entities to publicize and promote library programs, exhibits, and events. Provides reference service to children and parents. Assists in preparing the annual budget, particularly as it relates to the children’s service and needs. Prepares and presents library programs. Monitors the conditions of the children’s service area. Represents the library on children and family services committees and serves as the authority on children’s service. Responsible for checking library materials in and out and verifies that customers are authorized to use the facility. Registers new customers, issues library cards, and files applications. Explains library rules, regulations, circulation procedures, and entitlements to library customers. Accepts payments for lost or damaged materials. Takes requests for reserves and inter/intra library loans, and periodically checks to see that requests are filled. Accurately compiles and records statistics on library usage such as book circulation, attendance, computer searches, reference questions, etc. Assists customers in locating and utilizing library departments, catalogs, directories, indexes, files, and standard reference materials. Performs a variety of general office and clerical tasks in support of library operation. Answers the telephone, takes messages and refers callers to appropriate staff members. Arranges and files items in subject and chronological order where file coding is readily clear. Picks up, sorts, and distributes mail accurately and within established time frames. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts
the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other related duties as assigned.

      EVALUATIONS:

      Qualifications

      At least three years of experience working in Children’s Services preferred. Experience that demonstrates knowledge of basic and well-established library procedures related to routine and repetitive aspects of major library functions. Skill to interpret and implement developmentally appropriate curriculum and practices to provide education and
      development for children, youth and teens. Extensive knowledge of children’s literature. Must have knowledge of the library’s on-line computer system to take it up, bring it down, and requestbasic reports. Must have the ability to operate basic library equipment such as copying machine, and audiovisual equipment. Must have knowledge of grammar, spelling, capitalization, syllabication, and punctuation required to prepare routine correspondence and to file and locate materials accurately. Must have the ability to handle and safeguard money and calculate statistics. Must be a qualified typist. Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age.

Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! Major Duties

Serves as the Marine and Family Programs Division (MF) Communications Specialist. The incumbent will support the coordination of public affairs, legislative affairs, and other communication activities for MF Division.

Public Affairs

Acts as staff advisor with the Communication Strategy and Operations section (COMMSTRAT), providing advice and guidance to MF staff at both headquarters and installation activities. Establishes effective working relationships with Headquarters Marine Communications Directorate, Deputy Commandant Manpower and Reserve Affairs (DC M&RA) Public Affairs Officer, installation Public Affairs Officers, MCCS Marketing offices, the Armed Forces Information Service, and other external and internal audiences. Also, develops effective working relationships with local, national, and international print, online, and broadcast media representatives to disseminate information, or answer inquiries in oral and written form about the organization’s operations or activities.

Conducts the public affairs program within the annual COMMSTRAT. Organizes and coordinates media interviews with MF leadership, MF staff members, and oversees all arrangements with the media and provides photographs and other materials as required. Develops and conducts media and public affairs training programs for MF staff and installation personnel as required.

Develops written and oral presentations transmitting information concerning MF programs; develops recommendations for improvement of the public affairs program based on analysis of feedback from affected or interested audiences; and advises installation personnel on handling adverse developments which can negatively impact the organization.

Legislative Affairs

MF liaison to DC M&RA Office of Legislative Affairs. Promptly responds to inquiries and information requests; manages Congressional hearings preparation; and coordinates Subject Matter Expert (SME) participation and preparation for meetings and briefings on Capitol Hill. When developing information, fully coordinates the issues with all stakeholders (Congressional Staffers, Sister Services and Department of Defense [DoD] Office of Legislative Affairs [OLA]), as appropriate.

Collects and maintains a collection of information culled from MF SMEs. The collected information is used to prepare a Virginiariety of correspondence/reports/presentations, which can be used to expedite the preparation of congressional hearings, testimony, reports, etc.

Attends staff meetings and conferences to advise and assist MF staff and subordinate activities when responding to congressional interest in MF programs. Researches, analyzes, and develops information on congressional activities and legislative actions important to MF. Responsible for monitoring congressional items of interest and reports on matters affecting MF programs and its customers, particularly if they could result in congressional inquiry, investigation, or adverse criticism.

Communication Support

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner.

Partners with Headquarters subject matter experts and field representatives at the installation-level to guide and support their communication efforts, and ensures that online and offline messaging is consistent and accurate with the Marine & Family Programs Division image. Prepares supporting documentation for presentations and proposals. Ultimately is responsible for planning, creating and distributing Virginiarious forms of digital media such as online videos, blog posts, news articles, images and more.

Alerts the higher-level supervisor or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Takes action to solve problems quickly.

Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, and conduct or attend conferences and meetings. Performs special projects and other related tasks and functions as assigned.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

Qualifications

Bachelor’s degree in a related field appropriate to the work of the position AND three years of experience that demonstrates the skill and ability to communicate effectively orally and in writing to address public and legislative affairs for a large diverse organization; OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equiVirginialent to that gained in the above; OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equiVirginialent to that gained in the above.

Knowledge of basic functions of all federal agencies and departments with which public affair matters and congressional replies can either be coordinated with or referred to for responsive action.

Knowledge of legislative and budgetary processes.

Excellent writing, editing and communication skills. Must be skilled in using a Virginiariety of communication and informational methods and techniques to stimulate interest across a Virginiaried public, which have different levels of understanding of the organization’s programs and activities.

Knowledge of MF’s roles, missions, functions, organizational structure, and relationship with DoD, and outside agencies to facilitate serving as the point of contact on actions and activities pertaining to organization’s programs and activities.

Knowledge of laws, regulations, policies, and procedures applicable to legislative and congressional activities as they pertain to the Marine Corps and military services in order to obtain and analyze items of interest or concern spanning all of MF’s programs, missions, and functions.

Knowledge and skill to analyze reactions to key MF programs and policies, and develop detailed information that provides the basis for decisions made by the leadership.

Skill in establishing and maintaining effective and mutually cooperative work relationships with local, national, and international print, online, and broadcast media representatives; and representatives of Congressional offices, DoD staff officials, and senior officials of other federal agencies in order to arrive at properly staffed replies, properly executed liaison activities, and assessment of public and media reaction to sensitive issues.

Skill to review and compile a Virginiariety of material required to respond to congressional requests for information and routine congressional inquiries, and to provide guidance on congressional processes and procedures for effective responses on MF roles and responsibilities.
