Job Description

PRIMARY RESPONSIBILITIES

  • Sources, identifies, and recruits highly qualified candidates for all positions, including conducting any of the following:  cold calling, referrals, online job postings, Boolean resume database searches on recruitment platforms such as LinkedIn, CareerBuilder, etc.  Maintains relationships with external agencies, universities, and other recruitment sources.
  • Conducts hiring, interviewing, and evaluation of candidates for employment, promotion, or transfer.
    • Consults with hiring managers to coordinate timelines, interview schedules, and interview materials.
    • Prescreens candidates to determine qualifications, actively participates in interviews, and makes recommendations for hire.
    • Extends and negotiates approved salary offers and provides information on terms and conditions of employment, i.e. salary, benefits, working conditions, physical demands, and work rules.
    • Ensures the completion of onboarding, which may include reference checks, background checks, and new hire paperwork.

  • Represents the Authority at on-campus, in-house events, and external job fairs and events.

Job Description

Plans, directs, and coordinates all operations and activities within the Authority’s Engineering Group consisting of the Power and Way Engineering, Power and Way Maintenance, and Facilities Engineering Departments. Provides technical guidance, program management, and coordination of engineering for departments and their associated engineering consultants and oversees the engineering department in the day to day inspection, maintenance, and repair of the Authority’s rail system infrastructure to ensure the safety of Authority customers and employees

PRIMARY RESPONSIBILITIES

  • Directs and manages maintenance work on the Authority’s rail system infrastructure.
    • Oversees the day-to-day inspection and maintenance of the Authority’s rail system infrastructure.
    • Provides engineering and construction solutions in collaboration and coordination with departments for technical problems that arise.
    • Plans, directs, and coordinates maintenance programs, procedures, and methodologies to monitor, evaluate, and document engineering activity and maintenance effectiveness.
  • Repair projects
    • Assists in determining project scope, schedule, and budget requirements for implementing engineering and construction projects, and acts as the prime engineering resource for project managers
    • Reviews and approves all drawing and specifications for repair projects and updates engineering design criteria as necessary.
    • Provides administrative direction in the development of the Authority’s capitol renovation programs; monitors progress, sets priorities, and implements changes.
    • Ensures that the Engineering Group and associated engineering consultants meet or exceed design specifications as mandated by the engineering industry, regulatory, and funding agency standards.
  • Oversees and participates in the development and administration of the departmental budget. Seeks approval of funding forecasts needed for staffing, equipment, materials, and supplies by presenting operating budgets to Authority management and various funding and regulatory agencies. Approves expenditures and implements budgetary adjustments as appropriate and necessary.
  • Acts as liaison in communicating with internal and external departments on issues related to the Engineering Group.
    • Serves as subject matter expert internally and externally in providing assistance and engineering knowledge for engineering activities and projects.
    • Serves as the contracting officer’s representative for the general engineering consultants and other contracts as assigned.
    • Represents the Authority in meetings with the Federal Government, participating jurisdictions, national associations, industry, and other organizations in the administration of engineering activities and project completion.
  • Performs administrative management functions for the Engineering Group.
    • Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval.
    • Participates in the development and administration of programs, policies, goals, and objectives of the Engineering Group as directed by the Chief Engineer and Executive Vice President, Construction, Engineering, and Facilities Maintenance.
    • Assists in formulating long range Authority goals and objectives and confers with departments to effectively administer and implement department programs within the Engineering Group.
  • Performs related duties as assigned.

•             Bachelor’s degree in Civil, Mechanical, or Electrical Engineering, or a related field, plus seven (7) years of experience in the design, analysis, maintenance, or repair of infrastructure projects, of which three (3) years is in a supervisory role related to the responsibilities of the position, or an equivalent combination of education and experience.

•             Must possess a valid Illinois Driver’s License.

PHYSICAL REQUIREMENTS

•             Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer keyboards.

•             May be required to tolerate extreme weather conditions and long intense work periods.

POSITION SUMMARY

Develops rail operating schedules (vehicles and crews) that maximize use of CTA equipment and manpower resources while minimizing unnecessary costs and adhering to operator rules. Produce timely and accurate schedule data and materials for pick process and special schedules.  Diagnose schedule reliability problems related to running and/or recovery times and recommend improvements.

PRIMARY RESPONSIBILITIES

Develops rail operating schedules (vehicles and crews) for picks, single track, and supplemental schedules according to specifications while monitoring and controlling costs that are impacted by schedule operational efficiency.

Completes crew scheduling process:  interpret and apply existing rail operator rules to produce weekly work assignments that minimize STO manpower costs while observing quality-of-life parameters for work schedules of operating personnel.

Build schedules for Rail non-RTO classifications (Customer Assistants, Switchman, Towerman) per Rail Operations specifications and negotiated work rules.

Disseminate schedule materials:  generate rail bid (pick) materials for distribution including Rail Supervisor Guides, run paddles, and vehicle pull-out schedule sheets.

Tracks changes in required STO pay hours, manpower, and vehicles (Rail cars) that are driven by schedule changes.

Diagnose schedule reliability problems: analyze running time data and work with field personnel to diagnose schedule reliability problems related to schedule running times and recovery times. 

Investigates schedule-related internal and external customer complaints and recommends corrective procedures.
