                                               Job Description

ESSENTIAL JOB FUNCTIONS:  Work under the direction of an assigned supervisor to perform and respond to duties related to traffic control, non-critical crash investigation, and motor vehicle code and status enforcement. This is a non-commissioned entry-level trainee position in which individuals will receive preparatory training and experience to become future police candidates.

  1. Responds to crash scenes. Obtains information and completes necessary reports; issues traffic citations and summons for violations that occurred during the course of a crash investigations; provides or requests other services as needed (i.e. a police unit, fire unit, ambulance, emergency rescue, towing service, etc.).
  2. Directs and controls traffic hazards at crash scenes, congested areas, special events and areas where traffic hazards exist or traffic signals have malfunctioned.
  3. Reports criminal behaviors observed while patrolling; provides assistance to the public.
  4. Performs follow up investigations of crash cases.
  5. Assists police officers in traffic related matters and crash investigations.
  6. Issues citations for violations of parking ordinances.
  7. Reports and processes abandoned vehicles; provides assistance in location, identification and recovery of stolen vehicles.
  8. Provides miscellaneous administrative support.
  9. Testifies in court as needed.

OTHER FUNCTIONS:

    1. Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS:  Operates a motor vehicle and equipment associated with Police Service Technician responsibilities, including but not limited to the ability to operate general office equipment such as workstation computers, telephones, copiers, facsimile devices, etc.

TYPICAL WORKING CONDITIONS:  Work involves exposure to inclement weather, dense or fast-moving traffic; continued interaction with the general public involving traffic crashes and incidents. Police Service Technicians are not permitted to respond to crime scene calls or requests for assistance involving possible use of weapons or physical force. PSTs do not have arrest authority and are not armed.

MINIMUM QUALIFICATIONS:  Must be eighteen (18) years of age and have completed a high school education or its equivalency. Must meet visual and medical standards. Must be a United States citizen. Must possess and maintain a valid driver’s license as a condition of continued employment. Must successfully complete a written battery of tests.

SPECIAL CONDITIONS OF EMPLOYMENT:  As a Police Service Technician, must successfully complete a one-year probationary period. PSTs are subject to the terms of a written agreement and are expected to make consistent progress in job duties and in educational requirements as a condition of continued employment, and to transition to Police Recruit.  Preferences will be given to candidates that currently have college credit which may be applied to a criminal justice degree at a local community college.

ESSENTIAL JOB FUNCTIONS: Works under the general supervision of assigned supervisor in conjunction with a School Crossing Guard Coordinator to safely cross children/pedestrians on streets en route to and from school. Assists with traffic only where children/pedestrians are involved. Ensures all traffic is at a complete stop before children/pedestrians can enter the crosswalk or intersection. Enters the street before others to gain control of oncoming traffic by using a stop sign and whistle. Looks in the direction of the children/pedestrians and motions them to proceed into the crosswalk after control of the traffic is maintained. Engages and disengages flashing school zone lights.

TYPICAL PHYSICAL DEMANDS: Requires the ability to stand for long periods of time, give hand signals, blow through a whistle, and the ability to raise hand over head if necessary. Requires normal visual and audible acuity to detect the presence of vehicular traffic or children/pedestrians.
TYPICAL WORKING CONDITIONS: Work is performed outdoors, including exposure to changing weather conditions, such as wind, rain, ice, and extreme temperatures. Work schedule is two (2) hours per day when school is in session to include one (1) hour in the early morning and one (1) hour in the mid-afternoon.

High school diploma or equivalent. Requires the ability to understand written and verbal directives. Must be able to effectively communicate instructions to the general public, including all ages. Must be at least twenty-one (21) years of age at the time of application.

Compensation

The City Charter requires that City Employees, with the exception of “first responders”, must establish residence within Shelby County within six (6) months from their date of employment. Proof of residence will be required at the time of hire. As defined by Tennessee Senate Bill No. 29, “first responder” means paid, full-time law enforcement officers, firefighters, and emergency medical personnel.

ESSENTIAL JOB FUNCTIONSWorks under the general direction of an assigned supervisor in the
E-911 PSAP/Communications Service Center, Police Services. Operates a computer-aided telephone, dispatch and digital trunked simulcast radio system in order to provide emergency and routine dispatcher services to officers and the public.
1.Collects and records information received by documenting the nature of the call, location andcircumstances of the call, description of the responsible parties and/or suspects, and the name and number of the caller.
2. Determines the order of response to emergency and non-emergency calls based on available resources.
3. Researches geographical information to assist Police Officers in responding to emergency and non-emergency calls.
4. Maintains status of field units through the use of the CAD system via trunked radio system.
5.Broadcasts information in order to dispatch units and to provide descriptions of suspects; monitors travel and scene times in order to evaluate unit status and determine officers’ safety.
6.Updates various lists and files in order to secure required wrecker and ambulance services and to haveaccurate and timely information available for callers requesting service.
7.Attains and maintains State of Tennessee certification through approved training for public safety dispatcher on the National Crime Information Center (NCIC)/Tennessee Information Enforcement Systems (TIES)/National Law Enforcement Telecommunications Systems (NLETS).
8.Provides Police Officers with information on stolen vehicles, wanted persons, criminal history, etc. by accessing the TIES, NCIC and NLETS databases and enters information into and responds to inquiriesfrom other law enforcement agencies through these systems.
OTHER FUNCTIONS:
1. Performs additional functions (essential or otherwise) which may be assigned from time to time.
Must be willing to work various shifts, holidays and rotate days off. Must obtain State of Tennessee certification on the NCIC/TIES/NLETS systems as a public safety dispatcher within one (1) year of employment and must maintain such certification as a condition of continued employment. Bilingual abilities strongly preferred.

TYPICAL PHYSICAL DEMANDS: Requires the use of equipment such as video/monitor receivers, computer-aided telephones, radio and dispatch systems to review information and check the status of particular events; operates TTD telephone for the hearing and speech impaired. Requires the ability to communicate effectively to obtain and record information from the caller. Ability to simultaneously perform multiple tasks. Ability to recognize potential life and safety hazards or other critical aspects and to dispatch accordingly for effective coverage of the incident. Ability to maintain composure and to deal effectively with people in emergency situations. Involves contact with staff and police personnel and various other emergency responders.
TYPICAL WORKING CONDITIONS: The E-9-1-1 PSAP/Communications service center is highly secured enclosed area. Incumbents must remain at the assigned work station except for designated break and lunch periods and are not allowed to leave their radio dispatch position without a relief dispatcher. Since incumbents perform duties in close proximity with each other, background noise from calls received by other incumbents may be distracting.

2. Must be a citizen of the United States.
3. Must not have been convicted of or pleaded guilty to or entered a plea of nolo contendere to any felonycharge or to any violation of any federal or state laws or city ordinances relating to force, violence, theft, dishonesty, gambling, liquor or controlled substances.
4. For those who have served in the Armed Forces of the United States, type of release/discharge must be “honorable”.
5. High school graduate or equivalent; must type at least 35 words per minute typing score on tests designated by Personnel; must successfully pass a battery of psychological tests, a Structured Interview Board, reading test, and dispatch test; must have effective written and interpersonal skills; geographical knowledge of the City of Memphis is preferred; or any combination of experience or training which enables one to perform the essential job functions.
